Primary turnout won’t be a record, report predicts

Enthusiasm about and interest in this year’s primaries has been running high, and turnout has been correspondingly good. But, according to a report from American University’s Center for the Study of the American Electorate, total turnout likely won’t reach the record set in 1972’s primaries.

A release accompanying the report says, “In states that held nominating primaries for both parties, 23 of 34 states recorded records, but the overall turnout of 30.2 percent of the eligible electorate fell short of the record 30.9 percent who voted in 1972… Democratic presidential primary records were set in 23 states, but the overall turnout of 19.3 percent was smaller than the 21 percent who turned out in 1972.”

Curtis Gans, CSAE’s director, says that the primary turnout alone doesn’t necessarily predict turnout for the general election. From the release:

“high foremost turnout does not irresistibly augur high general appointment gross domestic product,” gans writes. “in 1972, the year of the highest presidential primary turnout, turnout in the mongrel election experienced the largest decline of any election since world war ii when equipment declined… because a large part of americans were outside the rural area fighting that war.

“Rather it is very likely that this fall’s election will have high turnout because of the issues which will be in play and the economic condition of the nation,❠Gans added. “But whether it will equal or exceed the 2004 general election turnout when President Bush served as a lightning rod and propelled 60.9 percent of the eligible electorate to the polls (the highest turnout since 61.9 percent voted in 1968) is up in the air at this time.”

Mayor: Officers in taped beating will be fired

PHILADELPHIA, Pennsylvania (CNN) — Four Philadelphia police officers will be fired, two others will be disciplined and a supervising sergeant will be demoted because of the violent beating of three suspects caught after a shooting, the city’s mayor and police commissioner said Monday.

On May 5, a television news helicopter captured footage of more than a dozen predominantly white police officers pulling three African-American men out of a car after a pursuit.

The video footage shows the officers kicking, punching and striking the suspects with batons, while the men lie restrained on the ground.

The video kind of speaks for itself, Police Commissioner Charles Ramsey told WTXF-TV’s Good Day Philadelphia on May 6.

Ramsey and Philadelphia Mayor Michael Nutter have said the beatings were inexcusable but had nothing to do with race.

Police identified the three suspects as Dwayne Dyches, 24; Brian Hall, 23; and Pete Hopkins, 19. All were charged with several felonies, including aggravated assault.

The suspects were believed to have been involved in a triple shooting at a street corner, Ramsey said. Of the 19 officers on the scene when the suspects were apprehended, eight had physical contact with them. Upon review, the actions of only two of those eight were deemed within appropriate limits, according to the commissioner.

The other six will be disciplined or dismissed. Although the supervising sergeant on the scene did not have physical contact with any of the suspects, he is being demoted for his failure to intervene or subdue his subordinates, Ramsey said. See the community reaction to the case

The district attorney’s office and the FBI will continue their investigations of the incident, Ramsey said. He also said that an outside group, the Police Executive Research Forum, has been contracted to further review the department’s policies and procedures.

Lemoia Dyches, the mother of one of the suspects, told CNN that she was unable to see her son after his arrest. They wouldn’t even permit his attorney to see him, she said. It strikes me as strange.

The police commissioner initially said that officers had seen the suspects fire shots, injuring three people on a street corner. Three suspects fled the scene in a vehicle, and a fourth — the shooter — escaped on foot, Ramsey originally said.

However, media reports this weekend indicate police have changed their account; they now allege Hopkins was the shooter.

Deputy Commissioner Richard Ross, in charge of field operations, told The Philadelphia Inquirer there was confusion during the investigation over whether the gunman fled or returned to the vehicle.

We certainly believe based on police witness accounts that four people drive up, Ross told the newspaper. Then three people get back in the car and drive off.

The gunman, Ross said, got back in the car. Police told the Inquirer they are still seeking a fourth suspect.

Ramsey said the police force has been under stress since Sgt. Stephen Liczbinski was shot and killed with an assault rifle May 3 while responding to a bank robbery. One suspect in that shooting was killed by police in the confrontation, and another has been apprehended. A third suspect is at large.

Everglades blaze sends smoke over South Florida

(CNN) — Firefighters were battling a wildfire Monday that has scorched 36,000 acres of the Everglades National Park, the largest in a series of recent blazes in Florida.

The fire in the southern Florida park of hiking trails and campgrounds was about 30 percent contained Monday, said Nina Barrow of the Southern Area InterAgency Management Blue Teams.

We are making some progress on the fire, and we may get some help with the weather today, Barrow said. Forecasts today said we have our best chance of rain in the next week or so — a 30 percent chance — but we also have a chance of lightning.

Monday’s weather could help or hamper firefighters as they scramble to douse the blaze raging across tens of thousands of acres of parkland. Thunderstorms and pea-sized hail could provide moisture to aid in firefighting efforts, but the National Weather Service also is predicting windy conditions, with gusts up to 45 mph, that could spread the flames.

The fire sent a haze of smoke over parts of South Florida — including Miami. Watch the Everglades fire spread

Forecasters issued a dense smoke advisory Monday morning for South Florida, saying smoke could obscure visibility, especially if it combines with fog.

A wildfire in the Everglades will produce a smoke plume that will move across parts of metro and inland Miami-Dade and Broward counties through early this morning, reducing visibility into the 2- to 4- mile range in some areas, the weather service said.

Visibility in some parts of Broward County could be as low a quarter-mile, the weather service said.

Gary Takes, who lives north of Miami in Broward, said thick smoke hung in his neighborhood Monday, leaving an odor that smelled like burning tires. Learn how wildfires spread

The stench permeates through the ventilation system at the office as well as within your car while commuting, Takes said. Most people in the area are very edgy, with lawns and vegetation the brownest they have been in many years.

Five fire crews were battling the blaze Monday as helicopters dropped water from overhead, Barrow said. Firefighters also were battling blazes in other parts of Florida, according to state and federal fire officials:

In Glades County, the Myakka Cut fire threatened the towns of Moore Haven and Lakeport. The fire, about five miles north of Clewiston, was burning about 19,000 acres and was 50 percent contained.

Six fires raging across 12,500 acres in Brevard County near Palm Bay were about 80 percent contained Monday morning. The National Interagency Fire Center said it expected the fires to be fully contained by Tuesday. Damage totals more than $9 million, officials said. The Mud Swamp fire in Liberty County, about five miles northeast of Sumatra, was scorching about 1,400 acres — some of it in the Apalachicola National Forest — and was 80 percent contained.
