Musharraf’s resignation accepted

(CNN) — The resignation of Pakistan’s Pervez Musharraf has been accepted with immediate effect by national lawmakers, a Pakistan official said.

The National Assembly formally accepted Musharraf’s resignation hours after a televised address Monday announcing that he would step down.

The chairman of the upper house of the assembly, Mohammedmian Soomro, will serve as acting president until a successor is chosen.

Under Pakistan’s constitution, the president is elected by a majority vote of Pakistan’s four provincial assemblies and the two houses of the National Assembly.

Musharraf swept to power in 1999 in a bloodless coup.

He had come under increasing pressure in recent weeks to quit, with the ruling coalition taking steps to impeach him.

I don’t want the people of Pakistan to slide deeper and deeper into uncertainty, Musharraf said in his televised address.

For the interest of the nation, I have decided to resign as president, he said. I am not asking for anything. I will let the people of Pakistan decide my future. Watch Musharraf resign

Local media reports said he had been granted safe passage out of the country.

Musharraf has been a keen ally of the West in the fight on terror, receiving billions in military aid from the U.S. and launching attacks on militant groups near the country’s border with Afghanistan. Watch more on Musharraf’s departure

In a statement released by U.S. National Security Council spokesman Gordon Johndroe, President George W. Bush said it was committed to a strong Pakistan that continues its efforts to strengthen democracy and fight terror.

President Bush appreciates President Musharraf’s efforts in the democratic transition of Pakistan as well as his commitment to fighting al Qaeda and extremist groups, the statement said.

Secretary of State Condoleezza Rice said he had been a friend to the United States and one of the most committed partners in the war against terrorism and extremism.

UK Foreign Secretary David Miliband said it was strongly committed to its alliance with Pakistan following Musharraf’s resignation.

He praised Musharraf’s economic and security achievements, described Pakistan as a vital friend and said Britain’s aid program for the country would continue, The Associated Press reported.

Until now, Musharraf, 65, had resisted pressure to resign. But his power had eroded since parties opposed to his rule swept to victory in February’s parliamentary elections.

Musharraf spent a large part of his speech delivering a state-of-the-union style list of Pakistan’s accomplishments under his rule. He contrasted it with what he called the deteriorating economic situation now.

A coalition committee spent last week compiling a list of charges against Musharraf including corruption, economic mismanagement and violating the constitution. Parliament was expected to consider an impeachment motion Monday or Tuesday.

I am confident that not a single charge can stand against me, Musharraf said. I have not done anything for my personal gain. Whatever I have done, I have done it for Pakistan.

Faisal Kapadia, a commodities trader in Karachi who runs a blog about Pakistan called Deadpan Thoughts, said Musharraf’s decision would get a mixed reaction.

Leading Pakistan is not an easy task, and anyone doing it comes under a lot of criticism, he said.

In the start, most Pakistanis were for him. And he still has some supporters — especially because the new government, which promised to do things differently, has failed to do much in the past 100 days in power.

Musharraf grabbed power in 1999. He was serving as military chief when then-Prime Minister Nawaz Sharif dismissed him, setting off a confrontation.

As Musharraf was returning from an overseas visit in October 1999, Sharif refused to allow the commercial airliner with 200 passengers on board to land.

Within hours the army had deposed Sharif in a bloodless coup, and the plane was allowed to touch down with only 10 minutes of fuel left.

Musharraf was welcomed by a nation on the brink of economic ruin.

I think at this point, his intentions were good, said Lt. Gen. Talat Masood, a political analyst. He wanted to serve the country and to be different.

During his rule, Pakistan attained respectable growth rates and established a generally favorable investment climate. Along with that came a growing middle class, a more aggressive media, and a more assertive judiciary.

He brought parliamentary reforms. He brought women into the parliament, said Ahmed Bilal Mehboob, director of the Pakistan Institute of Legislative Development and Transparency.

But, analysts say, Musharraf never lost his military mindset. He in a way, always believed in a unity of command, a very centralized command, which means his command, in fact, said Masood.

After the September 11, 2001, terrorist attacks in the United States, Musharraf found himself on the frontline of the ‘war on terror.’

Pakistan had long supported the Taliban as they battled for control of Afghanistan in 1990s, in the aftermath of the Soviet pull out.

But after the 2001 attacks, Musharraf aligned himself with the U.S. to help rout the fundamentalist Islamic movement.

Washington gave Musharraf billions in aid as he vowed to deprive the militants of the sanctuary they had established along the country’s border with Afghanistan.

However, Musharraf’s popularity began to plummet last year following the March suspension of Supreme Court Chief Justice Iftikhar Chaudhry.

The move triggered protests and accusations that he was trying to influence the court’s ruling on whether he could run for another five-year term. Chaudhry was reinstated but the damage was done.

In October, Musharraf was re-elected president by a parliament critics said was stacked with his supporters. Opposition parties filed a challenge.

The next month, he declared a state of emergency, suspended Pakistan’s constitution, replaced the chief judge again and blacked out independent TV outlets.

He allowed Sharif, the prime minister he deposed, to return from exile. He also let in another political foe, Benazir Bhutto. She, too, had been a prime minister, and led the Pakistan People’s Party.

However, in December, the country was plunged into further turmoil when Bhutto was killed at a rally in Rawalpindi.

Forecasters expect hurricane as Fay enters Florida Straits

MIAMI, Florida (CNN) — A hurricane warning was issued Monday for southwestern Florida as Tropical Storm Fay moved into the Florida Straits, the National Hurricane Center reported.

The center issued the warning from Flamingo to Anna Maria Island. The warning means hurricane conditions are expected within 24 hours.

Hurricane watches were in effect for the Florida Keys and South Florida. The watches extended as far as Tarpon Springs, near Tampa, on Florida’s west coast, and to Cocoa Beach on the east coast, the center said in its 11 a.m. ET advisory out of Miami.

Fay is forecast to become a hurricane as it nears the southwestern Florida coast on Tuesday, the the hurricane center said. Preparations to protect life and property should be rushed to completion. Watch why Floridians are taking Fay seriously

A tropical storm watch was in effect in the northwestern Bahamas, the center said.

There were conflicting death tolls from the Caribbean as Fay made its way northward, but Haitian officials confirmed Monday that at least seven people died in storm-related accidents.

Though the Cuban government lifted warnings for the island, the hurricane center reported that Fay is expected to deliver up to a foot of rain to parts of Cuba, and with it, the possibility of life-threatening flash floods and mudslides. See Fay’s projected path

Fay was centered about 70 miles south-southeast of the Florida Keys, according to the center’s 11 a.m. advisory. It was moving north-northwest at 13 mph (20 kph).

A turn toward the north with a slower forward speed is expected later today and tonight, with a generally northward motion expected on Tuesday, the advisory said.

Maximum sustained winds were almost 60 mph (100 kph), with higher gusts, and the storm is expected to strengthen as it moves across the warm Gulf waters, forecasters said. Watch how Key West is bracing for Fay

Parts of the Florida Keys and South Florida could get 10 inches of rain, and storm tides were predicted to reach up to 5 feet higher than usual in southwestern Florida.

Isolated tornadoes are possible Monday over the Keys and the southern Florida Peninsula, the hurricane center said.

Many residents fled the Florida Keys on Sunday after officials urged them to evacuate.

Gov. Charlie Crist pre-emptively declared a state of emergency Saturday and told reporters he had partially activated the state emergency management office. He urged Floridians to prepare for the storm. See how residents are preparing in Florida

Shell Oil Co. said Sunday it was evacuating 360 people from the Gulf of Mexico as Fay approached.

Though it was unclear how many people were killed and injured by the storm as it passed through the Caribbean, Red Cross and government officials in Haiti confirmed that seven people had been killed there and two more were missing.

Also, six houses were destroyed in the storm and 38 were damaged, said Pinchinat Pierre-Louis of Haiti’s civil protection department. He added that 55 people stayed in shelters during the storm but have since returned to their homes.

The impact is very low — we have minimal damage as of now.

There were also concerns about 50 people who may be missing in a bus accident in the storm, but details were not immediately clear, officials said.

Endorsements pure gold for Phelps

BEIJING, China (CNN) — Having completed his Olympics gold rush, U.S. swimmer Michael Phelps is now poised to make another haul — this time of the endorsement variety.

Phelps already is collecting about $5 million a year in endorsement checks from companies like Visa — payments that came after he won six gold medals during the 2004 Olympic Games in Athens, Greece.

His performance in Beijing, where he won a record eight gold medals, puts him in line to earn much more.

He may be at $30, $40, $50 million a year in endorsements after all this is said and done, said David Harrow of the National Sports Lawyers Association.

Even before the Beijing Olympics, Phelps collected a million-dollar bonus from one his sponsors, Speedo.

Michael came out of the Athens Games an American sports hero, said Michael Lynch, head of global sponsorship management at Visa. He’s coming out of these games a global sports icon.

Visa declined to say how much it pays Phelps, but whatever the amount, sports agents say they expect it to go up — a lot. That could put him in the same stratosphere as soccer star David Beckham and golfer Tiger Woods, though Harrow doubted that Phelps is at the $87-million endorsement number of Tiger.

Zimbabwe summit fails to reach agreement

JOHANNESBURG, South Africa (CNN) — A summit of regional leaders in South Africa ended Sunday with no agreement to end Zimbabwe’s political crisis.

But the leaders said they believe there is a basis for a power-sharing deal, and called on both sides to sign it.

South African President Thabo Mbeki, the lead Zimbabwe negotiator for the 14-member Southern African Development Community (SADC), said the group wants Zimbabwe’s government leaders and opposition to conclude the negotiations … as a matter of urgency.

It’s clearly not possible to say when negotiations will be concluded, he told reporters after the summit. It’s a matter of negotiating parties reconvening.

SADC did not give a cut-off date, he added.

As the meeting began Saturday, hundreds protested outside, angry at the inclusion of Zimbabwe’s President Robert Mugabe.

They called on SADC not to recognize Mugabe as a head of state after June’s widely discredited presidential runoff that returned the longtime president to power.
